It effectively means that certain subscribers to Snapchat will be able to share their stories with people who haven;t downloaded the app, in a hope to lure people into getting an account.
It's not that surprising, since they have been suffering a huge decline in numbers recently (especially after that update that EVERYONE hated).
So does this mean that your personal stories can be viewed by just anyone now?

Well, not exactly.
Users with official accounts, like celebrities, sports franchises and politicians will be the ones that can have their stories publicly views via a link to a Snapchat.com page.
Aside from sharing content through a link now, this new feature will also allow media sites to embed Snapchat content into articles. Something that basically every other sharing app can do (like Instagram, Facebook, YouTube etc).
Le sigh.
